But unfortunately, some accidents related to the maneuver of patrol vessels and crafts had happened.  Then, Japan Coast makes efforts to reduce the maneuvering accidents.  Nevertheless, the maneuvering accidents cannot be reduced in fact.\n      Heinrich said that the incident hapens frequently about 300 times comparing with the fatal accident and the causes of the incident are the same as those of the fatal accident.  By the way, the incident means before accident and and is not the accident.  In this paper, the maneuvering incidents are collected from the officers of patrol vessels and crafts in order to find out the causes of the maneuvering accidents.
